In a show of strong support for grassroots development, Bataan Governor Joet Garcia and outgoing Orani Mayor Efren “Bondjong” Pascual, Jr. led the ceremonial turnover of ten brand-new service vehicles to selected barangays in Orani on Wednesday. The event highlighted the provincial government’s ongoing effort to strengthen local planning capacities and reward barangays that comply with long-term strategic development standards. The initiative, rooted in Bataan’s drive for inclusive and sustainable growth, drew praise from local officials and community members alike.
The service vehicles were granted as incentives to the first ten barangays that successfully submitted and passed the evaluation of their Barangay Master Development Plans (BMDPs)—a comprehensive roadmap for infrastructure, health, education, and economic programs. The plans were carefully reviewed and approved by the Provincial Planning and Development Office (PPDO), ensuring alignment with Bataan’s long-term development goals. The beneficiary barangays are Apollo, Tenejero, Puksuan, Tala, Talimundoc, Maria Fe, Wawa, Balut, Tapulao, and Tagumpay.
This incentive-based program is part of the #1Bataan Smart and Sustainable Province Framework, which promotes participatory governance and data-driven planning down to the barangay level. In previous public statements, Governor Garcia emphasized the importance of empowering local leaders with planning tools and resources to improve service delivery and achieve the province’s “Balangay Goals,” a localized version of the Sustainable Development Goals (SDGs). The BMDP program also reflects the administration’s push for bottom-up planning, aligning grassroots initiatives with provincial and national objectives.
Residents of the awarded barangays are optimistic that the new vehicles will significantly improve access to basic services, particularly in health and emergency response. Meanwhile, local leaders from other barangays are now being encouraged to fast-track their own BMDPs to become eligible for similar incentives. The program stands as a testament to the province’s commitment to forward-thinking governance and its belief that real progress begins at the community level.
